Institutions, policy communities and enlargement: British, Spanish and Central European accession negotiations in the agricultural sector

Abstract

Without denying the particular characteristics of the European Union's (EU) enlargement to Central and Eastern Europe (CEE), this chapter shows that there are significant similarities with past cases, especially with those of Britain (1961-1962 and 1969-1973) and Spain (1978-1986) with regard to the negotiations in the agricultural sector. Their compared analysis provides interesting insights into how EU policies change (or remain stable) to accommodate new members. It also exemplifies how the theoretical framework of historical new institutionalism combined with a policy networks approach can be used to study an international organization’s enlargement.Reconociendo las características particulares de la ampliación de la Unión Europea (UE) a Europa Central y del Este (ECE), este capítulo muestra que existen similitudes significativas con casos pasados, especialmente con los de Gran Bretaña (1961-1962 y 1969-1973) y España (1978-1986) en lo que respecta a las negociaciones en el sector agrícola. Su análisis comparativo aporta perspectivas interesantes sobre cómo las políticas de la UE cambian (o permanecen estables) para acomodar a los nuevos miembros. También ejemplifica cómo el marco teórico del nuevo institucionalismo histórico, combinado con un enfoque de redes de políticas, puede utilizarse para estudiar la ampliación de una organización internacional.
