La formulación de las políticas públicas de inmigración laboral en España (1985-2011).El papel de los agentes agentes sociales en el policymaking

Abstract

El objetivo de la tesis es analizar el papel de las organizaciones sindicales y patronales más representativas en territorio español en el proceso del policymaking de la política pública de inmigración laboral en España entre 1985 y 2011. La investigación trata de explicar cómo queda reflejada la participación de los agentes sociales en las políticas de inmigración laboral en España a lo largo de los años analizados y con ello mostrar si estas políticas, y sus resultados, se ajustan a los intereses de los agentes sociales. El policy cycle sirve de herramienta para mostrar y explicar su participación o no en los años estudiados. Se comparan, además, dos perspectivas teóricas: la centrada en el Estado y la focalizada en la sociedad. En el estudio se aplica la metodología cualitativa y, dentro de ella, la triangulación. Esta investigación se basa en cuatro fuentes diferentes: entrevistas cualitativas en profundidad a actores clave que participaron en el proceso del policymaking; documentos primarios y secundarios, y artículos de prensa. La originalidad de este estudio queda reflejada en el análisis, indagación y explicación de los procesos que se suceden dentro de la llamada “caja negra”. Se trata de averiguar qué hay detrás de las políticas, porque las actividades relacionadas con el policymaking y la toma de decisiones tienen lugar, a menudo, a puerta cerrada y son inaccesibles para el público. Este tipo de análisis apenas se ha abordado antes, ya que existen muy pocas investigaciones que analicen el proceso del policymaking de las políticas públicas de inmigración laboral y estudien el papel de las organizaciones sindicales y patronales en él, y menos aún los que analizan el caso de EspañaThe objective of this doctoral thesis is to analyze the role of the most representative trade unions and business organizations in Spain in the policymaking process with the focus on labor immigration to Spain between 1985 and 2011. At the same time the study looks at the outcome of a policy, and whether the demands of specific social agents are considered in the formulation of policies and whether these policies and their outcomes correspond to the manifested interests of the social actors studied. The study shows how their implication has been reflected in public policies on labor migration in Spain. The policy cycle serves as a theoretical concept to subdivide the genesis of a political decision into different stages and to illustrate and explain the participation of the trade unions and business organizations in the complex policymaking process throughout the years. Furthermore, the analysis includes two theoretical perspectives: the state-centered perspective and the societycentered perspective. A qualitative methodology is used to achieve the objectives of the study and, within it, a method of triangulation is adopted. This research uses four different data types: qualitative in-depth interviews with key actors and policymakers; primary and secondary documents, and newspaper articles. The originality of this research is reflected in the analysis, inquiry and explanation of the processes that occur within the so called “black box”. The study explains what lies behind the policies, because policymaking and decision-making often take place behind closed doors and are inaccessible to the public. This kind of analysis has hardly been addressed before as there are few studies that analyze and explain the role of the social agents in the policymaking process of labor immigration policy and even fewer that analyze Spain as a case study
