Abstract
¿Qué atributos determinan la importancia de los ministerios en las administraciones de Danilo Medina (2012-2020)? A partir del esquema analítico propuesto por Camerlo y Martínez-Gallardo (2022), se categoriza la relevancia de las carteras en la República Dominicana en su capacidad organizacional, estratégica, discrecional, impacto y de agenda política. Se identifican cuatro grupos de ministerios: un núcleo planificador que acompaña al presidente; otro de relevancia moderada, con carteras que lideran la estrategia productiva y gestionan políticas con gran impacto directo; un tercero con ministerios de relevancia baja para la acción de gobierno; y un cuarto grupo de carteras irrelevantes. En el periodo estudiado, los socios de coalición no accedieron a ministerios relevantes, y el gabinete estuvo dominado por el peso del faccionalismo.
What ministerial attributes were important under Danilo Medina’s administration (2012-2020)? Based on the analytical framework proposed by Camerlo and Martínez-Gallardo (2022), we categorized the relevance of the organizational, strategic and discretionary powers of the Domini-can Republic portfolios, the impact of their policies and their ability to influence the political agen-da. We identify four groups of ministries: the planning group close to the president; a second group responsible for the country’s productive strategy and also managing high-impact policies; a third one of low relevance ministries for the government action; and a fourth group of irrelevant portfo-lios. From 2012 to 2020, the coalition partners did not get relevant ministries and the cabinet was dominated by the weight of factionalism.
