Abstract
Desde la visión de la economía política de la comunicación se establece que Honduras no cuenta con una normativa que organice, supervise y sancione, una adecuada emisión de contenidos en televisión. Con el objetivo de resolver dicho problema, se plantea la necesidad de elaborar una propuesta delineamientos generales para la formulación de una política pública para su industria televisiva. Bajo un enfoque mixto se realizó un análisis comparado de las leyes que fueron aprobadas en Suramérica en el periodo 2011-2020 (Bolivia, Chile, Colombia, Ecuador y Uruguay) con el fin de identificar sus buenas prácticas y conocer el desarrollo de las políticas públicas televisivas en la región latinoamericana. Los resultados indicaron que el debate central en regulación mediática es el de asegurar la libertad de expresión y controlar los monopolios que dañan el pluralismo informativo. Otro tópico que se desarrolla es la inclusión brindado acceso a personas con capacidades especiales, hipo acústicas. El cuidado y protección para la niñez y adolescencia es el eje central en la regulación de contenidos, estableciendo horarios infantiles para todo público y colocando rotulaciones para la clasificación en la programación. Para preservar y fomentar la identidad nacional, algunas leyes establecen cuotas de producción local y han creado programas de ayuda para la realización audiovisual independiente. La regulación en publicidad está orientada generalmente a establecer restricciones en la propaganda de políticos y consumo de bebidas alcohólicas, tabaco y otras drogas. El ente regulador de contenidos de carácter sancionador, es el protagonista para asegurar que la ciudadanía pueda participar denunciando malas prácticas y manifestarse en contra de los contenidos que se difunden en la TV nacional y que no contribuyen al desarrollo sociocultural, educativo y de sano entretenimiento del país. Con base a los resultados, se elaboró una propuesta que sugiere la ruta estratégica para la industria televisiva hondureña.
From the political economy of communication perspective, it's established that Honduras doesn't have a regulation that organizes, supervises and sanctions an adequate broadcast of content on television. In order to solve this problem, it's necessary to develop a proposal of general guidelines for the formulation of a public policy for its television industry. Under a mixed approach, a comparative analysis of the laws that were approved in South America in the period 2011-2020 (Bolivia, Chile, Colombia, Ecuador and Uruguay) was made in order to identify their good practices and learn about the development of the televisión public policies in the Latin American region. The results of the studyindicated that the central debate in media regulation is to ensure freedom of expression and the control of monopolies that affects informational pluralism. Other topics developed in media regulation is inclusion, providing access to citizens with hypo-acoustics special abilities. Protection of children and adolescents is the central axis, establishing timetable protection for all audiences and placing labels in the classification programming. To preserve and promote national identity, some laws establish local production shares and have created financial programs to support the independent audiovisual production. Regulation in advertising is generally oriented in establishing restrictions in propaganda of politicians and the promotion in consumption of alcoholic beverages, tobacco and other drugs. The Content Regulatory Committee or Commission with sanctioning faculties, is the protagonist to ensure that the citizens can participate in denouncing bad practices and reporting bad content in national television that doesn’t contribute to the socio-cultural, educational and social development. Based on the results, a proposal was developed that suggests the strategic route for the Honduran television industry.
