Abstract
Las nuevas tecnologías de la información y la comunicación son, cada vez más, un espacio en el que los ciudadanos participan políticamente. Sin embargo, más allá de las potencialidades de este medio como vehículo para mejorar las relaciones políticas entre ciudadanía y representantes, las experiencias de participación digital generan un marco nuevo para la reflexión sobre la naturaleza y límites de las distintas formas de participación política. En este trabajo se trata de avanzar en esta dirección. Para ello nos centramos, en primer lugar, en las reflexiones y debates en torno a la democracia deliberativa. En segundo lugar, presentamos una experiencia de democracia digital deliberativa realizada por un equipo del IESA-CSIC en el municipio cordobés de Puente Genil. Por último, retomamos el debate general sobre la democracia deliberativa tomando como referente las conclusiones de la experiencia digital. Con ello se persigue, por una parte, enriquecer el debate general con los resultados de una experiencia práctica novedosa y, por otra parte, revisar las experiencias prácticas a la luz de la teoría general de la democracia deliberativa.
The new information and communication technologies form a space in which citizens increasingly participate politically. However, more than the potential of this medium as a vehicle to improve the political relations between the general public and its representatives, the experiences of digital participation generate a new framework for reflecting on the nature and limits of the distinct forms of political participation. This article aims to move forward in this area, focussing, firstly, on reflections and debates on deliberative democracy. Secondly, we present a study of deliberative digital democracy carried out by an IESA-CSIC team in the Puente Genil municipal area of Cordoba, and finally return to the general debate on deliberative democracy, based on the conclusions of this study. On one hand, the aim is to enrich the general debate with the result of a new practical experience, and on the other, to go over practical experiences in the light of the general theory of deliberative democracy.
