Abstract
El ciberespacio se ha convertido en un elemento esencial de la sociedad actual, en el que las personas y los Estados están permanentemente interconectados y en el que surgen nuevos riesgos que pueden afectar a la seguridad nacional. Se ha transformado en un nuevo terreno de juego que los Estados emplean para tratar de proteger sus intereses estratégicos y en el que las operaciones cibernéticas han comenzado a formar parte de la competición geopolítica. Se trata de un escenario en donde, previsiblemente, la inestabilidad no va a disminuir. En este contexto se encuentra el objeto de estudio de esta tesis doctoral, que es tratar de conocer el impacto del ciberespacio en las relaciones internacionales, caracterizado por uno de sus mayores protagonistas, la Federación de Rusia. En las últimas dos décadas, Rusia ha intensificado su interés por volver a ocupar un puesto relevante en la escena internacional y el ciberespacio es uno de los medios que más activamente ha empleado en su lucha geopolítica. A lo largo de esta tesis se analizarán los condicionantes del ciberespacio como herramienta de política exterior y la utilización que realiza de él la propia Rusia para tratar de conseguir sus objetivos, mediante ciberataques disruptivos y destructivos, operaciones en la esfera cognitiva y, también, su empleo en conflicto armado...
Cyberspace has become an essential element of today´s society, where people and States are permanently linked and new risks that can impact National Security emerge. It has become in a new playing field that States use to protect their own strategic interests and where cyber-operations have started to be part of geopolitics competition. Foreseeable, it is a scenario where instability will not decrease. It is in this context where it is located the object of study of this doctoral thesis, that is try to know the impact of cyberspace in international relations, characterized by one of its main protagonist, the Russian Federation. In the last two decades, Russia has intensified her interest to recover a more relevant position at the international stage and the cyberspace is one the most actively means being used in her geopolitics fight. Throughout this thesis, cyberspace constraints will be analysed as a foreign affairs policy tool and the use, that Russia herself makes of it, to try to achieve her goals by carrying disruptive and destructive cyberattacks, operations at the cognitive sphere and as well its use in armed conflict...
