Abstract
Este artículo tiene por objeto el análisis de la paz y seguridad como bien público global en el contexto de la crisis económica. Los atentados terroristas del 11S suponen un cambio en el concepto de Defensa y en las funciones de producción del bien seguridad. Estos cambios tienen consecuencias económicas de diversa índole que inciden en la crisis económica y a su vez la crisis económica tiene consecuencias sobre la seguridad y las características con las que se presta. Se estudian ambas cuestiones tanto en cuanto a las repercusiones directas sobre los Presupuestos Públicos, como en cuanto a las consecuencias indirectas sociales y económicas que producen los conflictos más recientes en los países occidentales. Como conclusiones se ofrecen soluciones para intentar reducir la insuficiencia resultante en la provisión de este bien.
This article aims to analyze peace and security as a global public good and get an answer to how the economic crisis and this global public good interact to each other. The 9/11 terrorist attacks make a change in the defense’s concept and in the production functions of peace and security. These changes have diverse economic consequences on the economic crisis and the economic crisis in turn has implications for security both in terms of direct impact on public budgets and in terms of the indirect social and economic consequences. Both issues are studied taking into account the more recent conflicts in Western countries. A conclusion is the failure resulting in the provision of these goods, for which solutions are provided.
