Estrategias de influencia poscolonial : la inteligencia económica francesa en el contexto africano francófono

Abstract

Desde hace más de dos décadas, en paralelo a la intensificación del proceso de globalización, muchos países preponderantes en el tablero geopolítico y geoestratégico han hecho uso de la Inteligencia Económica como instrumento de poder. Francia tiene un sistema de Inteligencia Económica estructurado y eficaz que trasciende sus fronteras y una comunidad de inteligencia que incluye tanto a actores estatales como privados. De la mano de la influencia que proveen la herencia cultural y el uso del francés en los 58 países que constituyen la francofonía y a través, asimismo, de la diplomacia económica que este acervo cultural facilita, Francia ha establecido un entramado de relaciones que le confiere un estatus geoestratégico relevante en el área de estudio. En este trabajo se analizará el uso de la influencia en todas sus variantes, incluidas las que se derivan del poder duro, como instrumento de Inteligencia Económica en el área francófona africana, y la contribución que la misma tiene en el mantenimiento de la posición de poder de la Francia poscolonial.For more than two decades, alongside the intensification of the globalization process, many dominant countries in the geopolitical and geostrategic arena have used Economic Intelligence as a tool of power. France has a structured and effective Economic Intelligence system that transcends its borders, along with an intelligence community that includes both state and private actors. With the influence provided by cultural heritage and the use of French in the 58 countries that make up the Francophonie, as well as through the economic diplomacy facilitated by this cultural legacy, France has established a network of relationships that grants it a relevant geostrategic status in the area of study. This paper will analyze the use of influence in all its variants, including those derived from hard power, as a tool of Economic Intelligence in the francophone African region, and the contribution it makes to maintaining the power position of postcolonial France.
