Abstract
Este trabajo analiza la estrategia Global Gateway de la Unión Europea como una herramienta para revitalizar el sistema multilateral de desarrollo a través de la cooperación con el Sur Global. En un contexto internacional caracterizado por la erosión del multilateralismo liberal y el auge de actores emergentes, la investigación examina si esta iniciativa europea representa un enfoque innovador que fomente la interconexión global y la inversión sostenible. El estudio, de naturaleza cualitativa, se basa en una revisión crítica de fuentes académicas, documentos institucionales y un estudio de caso sobre el Corredor de Lobito en África. Se concluye que la Global Gateway tiene el potencial de fortalecer un orden internacional más inclusivo y normativo, aunque enfrenta desafíos significativos como la desigual participación de los países socios y escasa rendición de cuentas. La estrategia europea, aunque prometedora, debe mejorar su implementación para traducir su narrativa geopolítica en resultados tangibles.
This paper analyzes the European Union’s Global Gateway strategy as a tool to revitalize the multilateral development system through cooperation with the Global South. In a context marked by the erosion of liberal multilateralism and the rise of emerging powers, the research explores whether this European initiative offers an innovative approach to foster global interconnectivity and sustainable investment. Using a qualitative methodology, the study relies on critical analysis of academic literature, institutional documents, and a case study on the Lobito Corridor in Africa. Findings suggest that the Global Gateway has the potential to reinforce a more inclusive and rules-based international order, though it faces challenges such as unequal participation of partner countries, and weak accountability mechanisms. While promising, the EU's strategy must enhance its implementation to convert its geopolitical narrative into concrete outcomes.
